With a foundation built on decades of industry expertise, CTS is led by a powerhouse team comprising Rob Craw as CEO and founder, Bill Williams as president and founder, and Sean Summers as vice president of operations.

Headquartered in California, CTS aims to become a key partner for local water providers, focusing on tackling contaminants of emerging concern (CECs) that threaten groundwater supplies. These contaminants, now subject to federal and state regulations, include per- and polyfluoroalkyl substances (PFAS), hexavalent chromium (chromium-6), 1,2,3-Trichloropropane (1,2,3-TCP), and 1,4-dioxane.

Rob Craw: A Legacy of Innovation
Rob Craw brings over 30 years of industry experience, beginning on the shop floor at USFilter/Westates and growing the business into a western U.S. market leader. He advanced underground infrastructure technology at UGSI and founded AqueoUS Vets and American Veterans Products and Services in 2015. His background in treatment and conveyance, combined with his status as a Disabled Veteran Business Entity (DVBE), uniquely positions him to mentor and support emerging businesses in the water sector.
Bill Williams: Expertise in Growth and Management
Bill Williams contributes more than 40 years of experience, including nine years at Garney Pacific, where he served as a director and vice president, managing contracts and personnel for projects in California and Nevada. As the first hire for Garney’s California operation in 2014, he was pivotal in its rapid growth, leading the company to annual revenues of $80 million to $100 million within four years. His expertise spans estimating, pre-construction, value engineering, project management, and equipment resourcing.
Sean Summers: A Dynamic Problem Solver
Sean Summers completes the team with over 14 years in the water industry, also at Garney Pacific, where he managed projects exceeding $40 million in both public and private sectors. Known for his problem-solving skills, Summers excels in estimating, project design, procurement, and project management.
