AWWA’s Testimony on Cybersecurity
The American Water Works Association (AWWA) recently provided testimony before the Environment, Manufacturing, and Critical Materials Subcommittee of the U.S. House Committee on Energy and Commerce. The focus of the hearing, held on January 31, 2024, was on enhancing the cybersecurity of America’s drinking water systems.
The Importance of Cybersecurity in the Water Sector
Kevin Morley, AWWA Federal Relations Manager, represented the Association, which serves a vast network of 50,000 water professionals across the U.S. and beyond. Morley emphasized the critical need for robust cybersecurity measures to prevent potential threats to public health caused by cyber incidents. He advocated for a blend of regulatory and non-regulatory actions to effectively combat cyber threats targeting water systems.
Proposed Cybersecurity Governance Framework
AWWA proposed a new cybersecurity governance framework that encourages collaboration between utilities, cybersecurity experts, and regulators. This framework, which requires federal legislation for authorization, aims to establish a comprehensive cybersecurity risk management strategy. It suggests the formation of an independent entity responsible for developing cybersecurity requirements, with the U.S. Environmental Protection Agency providing oversight and approval.
A Tiered Framework for Diverse Water Utilities
Morley highlighted the necessity of a tiered framework that acknowledges the diverse challenges faced by water utilities. The framework should set reasonable cybersecurity standards that focus on practical, protective, and implementable solutions. This approach is in line with the National Cyber Strategy’s emphasis on public-private collaboration and mirrors a successful model used in the electric sector.
Key Areas for Collaboration in Cybersecurity
Morley outlined three essential areas for collaboration to enhance cybersecurity in the water sector: bridging the digital divide, sharing threat information, and providing support for vulnerability mitigation and technical assistance. These collaborative efforts are crucial for establishing a sound oversight model and improving cybersecurity in the water sector.
