The coastal community of Ballesteros in Cagayan is now protected by a new seawall, thanks to the efforts of the Department of Public Works and Highways (DPWH). This crucial infrastructure aims to defend the area from flooding threats.
Completion of Seawall Project Along Barangay Sta. Cruz
DPWH Secretary Manuel M. Bonoan, referencing a report from DPWH Regional Office II Director Reynaldo C. Alconcel, announced the completion of the seawall project along Barangay Sta. Cruz. The structure extends 260 linear meters along the coast.
Flood Vulnerability in Scenic Ballesteros
Ballesteros, known for its scenic beauty, has long been susceptible to flooding, posing risks to the safety of its coastal residents.

“As the region prepares for the upcoming rainy season and other future challenges, the newly constructed seawall stands as a testament to our commitment to protect vulnerable communities from natural disasters,” stated Director Alconcel.
Project Details and Funding
The DPWH Cagayan 2nd District Engineering Office executed the P48.2 million project, funded by the 2023 General Appropriations Act (GAA), to reinforce the shoreline of Ballesteros.
