The Surfers Beach Restoration Pilot Project

Recommendation/Motion:

Motion: Approve consultant Brad Damitz’s proposal for up to $38,400 to manage the planning and permitting phase of the Surfers Beach Restoration Pilot Project and the Pillar Point Harbor-Wide Eelgrass Mitigation Program through the bid process and contract approval for construction. Additionally, approve an increase in Capital Expenditure Appropriations by this amount, funded by available working capital.

Policy Implications

This proposal aligns with the District’s goal to use excess sediment buildup within the Harbor for beneficial reuse at Surfers Beach.

Background and Discussion

Project Goals and Objectives

The Surfers Beach Restoration Pilot Project aims to transfer sediment from inside the Pillar Point Harbor (PPH) outer breakwater to Surfers Beach to address coastal erosion and public access issues. This project also targets the shoaling problem within the Harbor since the construction of the outer breakwater. The expected outcome is improved public access, enhanced recreational opportunities, and storm damage mitigation.

Project Scope and Permitting

For over seven years, the project has involved designing and permitting the dredging of up to 100,000 cubic yards of clean sand from the inner East Breakwater of Pillar Point Harbor. This sand will be used to create an elevated berm along a 1,000-foot section of Surfers Beach in Half Moon Bay, restoring the sandy beach area. The project will also include a significant eelgrass mitigation effort, relocating eelgrass from the east basin before dredging and establishing a restoration area in the west basin of the Harbor.

Project Management and Environmental Compliance

Brad Damitz’s attached proposal covers project management, permitting, and environmental compliance tasks needed to complete the construction bid process and prepare for construction. Damitz has been a consultant for the District since 2017, overseeing all project planning, permitting, and CEQA environmental review. He has coordinated with District staff, ESA engineering, and various permitting agencies, transforming the project from an initial concept to a comprehensive plan with final designs.

Key Tasks in the Proposal

  • Pre-construction logistics planning and collaboration
  • Agency coordination and securing all remaining permits
  • Coordinating with ESA on bid-ready engineering and design
  • Reviewing and applying for grant funding opportunities
  • Leading public outreach efforts and responding to inquiries
  • Managing the bid process for construction in collaboration with the District

Conclusion

The Surfers Beach Restoration Pilot Project represents a crucial effort to combat coastal erosion and enhance public access at Surfers Beach while addressing sediment buildup in Pillar Point Harbor. With all necessary permits secured and a comprehensive plan in place, the project is poised to begin construction in spring/summer 2025. Consultant Brad Damitz’s continued involvement will ensure successful project management and compliance, leading to a restored and resilient coastal environment.
