Luanda Port Administration Opens Tender for Dredging Study and Execution Contracts

Introduction

The Luanda Port, one of Angola’s most vital maritime gateways, is set to undergo a significant upgrade as part of an ambitious modernization program. The Port Administration has launched a tender process to select contractors for a key dredging project that will deepen the Multipurpose Terminal and boost the port’s capacity to handle larger, next-generation vessels.

Enhancing Capacity to Welcome 14,000 TEU Vessels

The Multipurpose Terminal at Luanda Port currently operates with a depth of 10 meters, which limits access for large container ships. The upcoming dredging project aims to increase the depth to 16 meters, enabling the terminal to accommodate Super Post Panamax vessels with capacities of up to 14,000 TEUs. This marks a strategic advancement in Luanda’s efforts to become a competitive regional maritime hub.

Backed by Major Investment and Strategic Partnership

The upgrade forms part of a broader infrastructure development plan under a 20-year concession agreement signed in April 2024 between the Luanda Port Authority and AD Ports Group. As part of this partnership, AD Ports has committed to investing USD 250 million through 2026 to modernize the port, including the total reconstruction of the Multipurpose Terminal and the construction of a new advanced quay.

“This new dock should have a depth of 16 meters. At this point, we have 10m, and the responsibility for deepening it to 16m lies with the Luanda Port Administration,” said Dória Quichaúla, Director of Infrastructure, Works and Supply at the Port of Luanda.

Tender Process and Timeline

The dredging project will proceed through a two-phase tender process:

  • Phase 1: Selection of a contractor to conduct the preliminary studies, including technical evaluations and environmental assessments.
  • Phase 2: Appointment of a second contractor to carry out the dredging work.

The Port Administration aims to complete the dredging by March 2026, aligning with the modernization timeline set by AD Ports Group.

Wider Port Infrastructure Improvements

In addition to the main terminal upgrade, Luanda Port will also conduct dredging at both the Cabotage Terminal and the Passenger Terminal. The depth at these locations will be increased from 1 meter to 5.5 meters, addressing long-standing navigation and grounding issues and enhancing the safety and efficiency of port operations.

The Luanda Port dredging project represents a critical step forward in Angola’s economic diversification and infrastructure development efforts. By increasing depth and terminal capacity, the port is not only preparing to receive larger vessels but is also enhancing its role as a key trade and logistics hub for the region.

This modernization aligns with national goals to strengthen Angola’s connectivity to global markets, boost trade flows, and create a more resilient maritime infrastructure network.
